When I saw the book for the first time I did not expect that it would turn out to be one of the best publications in chemical kinetics I had ever seen. I read it all and now I am treating it as some kind of a guide. If I need any information to any particular chemical reaction for my reasearch, I just open it and find: for example the coeeficient of the elementary reaction. Even if you are new in this field, having read the book you will become an expert.
